About Carmel

Lake Mahopac, Lake Gleneida and the reservoirs

The Town of Carmel was founded in 1795 and had 33,576 residents in the 2020 Census. It includes the hamlet of Carmel, the Putnam County seat on Lake Gleneida, and Mahopac, a census-designated place of 8,932 people around Lake Mahopac, along with Mahopac Falls and other hamlets. Town Hall is at 60 McAlpin Avenue in Mahopac. Sybil Ludington made her famous ride through Carmel and Kent on the night of April 26, 1777.

From 1834, Lake Mahopac grew into a summer resort, with hotels, boarding houses and cottages along the shore. The West Branch and Croton Falls reservoirs, completed in 1898 and 1911, are part of New York City's water supply. The 1814 Putnam County Courthouse in Carmel hamlet still serves the Surrogate's Court. Today homes range from lakeside cottages to colonials, raised ranches and newer houses on wooded lots.

Homes in Carmel

What sellers should know

Many Carmel homes rely on private wells and septic systems, and a good share sit on or near Lake Mahopac, Lake Gleneida or smaller lakes. Former summer cottages that became year-round homes may have small lots and older septic systems, so buyers will ask about them. The town requires certificates of occupancy for completed work, except detached tool sheds and structures built before 1955, so open permits on decks, pools or additions should be closed before you list.

Close out permits and COs

Carmel requires permits for decks, pools, sheds, generators, wood stoves and more, with certificates of occupancy or compliance at the end. Make sure yours were issued.

Prep the septic and well file

Have septic pump-out records and a recent well water test ready. The Putnam County Department of Health reviews septic repairs.

Mind the watershed

Much of the town drains to the West Branch and Croton Falls reservoirs, so New York City watershed rules can affect septic work and new building.

Describe the lake access

Say plainly whether you have lake frontage, deeded rights or a nearby beach. On Lake Mahopac and Lake Gleneida, buyers want specifics.

Selling a home in Carmel: questions

Who assesses my Carmel or Mahopac home?

The Town of Carmel Assessor values every property in the town, including Mahopac and Carmel hamlet, and posts the tentative and final rolls online. Grievance Day is typically the fourth Tuesday in May, but check the town's posted dates.

My house was built before 1955. Does it need a CO?

The Town of Carmel says certificates of occupancy are required for completed structures except detached tool sheds and structures built before 1955. Later additions and alterations still need their own permits and sign-offs.

Parts of Carmel are in priority areas of New York City's East of Hudson Septic System Rehabilitation Reimbursement Program, which covers basins such as West Branch, Croton Falls and Middle Branch. Check eligibility with DEP before you start.
