Rockland's county seat, run by Clarkstown
New City is not a village or city of its own. It is a hamlet and census-designated place in the Town of Clarkstown, with 34,135 residents in the 2020 Census. It is the seat of Rockland County and of Clarkstown, whose Town Hall is at 10 Maple Avenue. Many county offices sit along New Hempstead Road. Because it is a hamlet, New City homeowners deal with the Town of Clarkstown for assessments, permits and zoning.
The area's lakes are a big part of its landscape. Lake DeForest, a reservoir in Clarkstown, has supplied drinking water to Rockland County and parts of northern New Jersey since 1956. Congers Lake and Rockland Lake State Park are also in the town. New City has no train station of its own; the closest commuter rail is the Pascack Valley Line station at Nanuet, also in Clarkstown.
Homes in New City
What sellers should know
New City is mostly single-family houses: postwar ranches, raised ranches, split-levels and colonials on suburban lots, with some newer larger homes and a share of condos and townhouses. Most homes are on public water and sewer. Because Clarkstown handles assessment, permits and certificates of occupancy, buyers' attorneys will check the town's records for open permits on decks, pools, finished basements and additions.
Use Clarkstown, not 'New City'
Your assessment, building permits and zoning all come from the Town of Clarkstown at 10 Maple Avenue. That is where buyers' attorneys will look.
Close out old permits
Pools, decks and basement finishes are common in New City. Make sure Clarkstown closed out each permit and issued a certificate of occupancy or completion.
Mention the Nanuet station
Commuters will ask how far you are from the Pascack Valley Line at Nanuet. Give a real drive time.
Point out the lakes and parks
If you are near Lake DeForest, Congers Lake or Rockland Lake State Park, say so. It is a real local draw.
